Emergency Procedures
What to do in the event of various types of emergencies or incident.
In all cases complete an accident / incident report.
FIRE
In the event of a FIRE or EXPLOSION take the following IMMEDIATE ACTION:
- Stop all pumps and self-service equipment by using the emergency switch at the control point.
- Dial 999 and ask for FIRE SERVICE.
- Evacuate premises if necessary.
- Use Fire Extinguisher to control fire but without endangering your personal safety.
- Report incident to Petroleum Licensing Authority by telephone as soon as possible.
- (Report to be confirmed promptly in writing).
- Comply with RIDDOR, the Health and Safety Executive procedures for reporting injuries or dangerous occurrences.
- Notify supplying Oil Company in the event of major fire.
SPILLAGE
In the event of a MAJOR PETROLEUM SPILLAGE (5 litres or over) take the following IMMEDIATE action:
- Stop all pumps and self-service equipment by using the emergency switch at the control point.
- Dial 999 and ask for Fire Service.
- Keep everyone as far away as possible from the area of spillage. Try and contain the spillage (using sand from the Fire Buckets).
- Ensure NO SMOKING or naked lights in area.
- Report incident to Petroleum Licensing Authority by telephone as soon as possible. (Report to be confirmed promptly in writing). See Spillages PDF for more information.
MINOR SPILLAGE
In the event of a MINOR PETROLEUM SPILLAGE (less than 5 litres) take the following IMMEDIATE action:
- Consider switching off pump or self-service equipment if necessary.
- Position Fire Extinguisher adjacent to spillage as precaution during clear-up of spillage.
- Cone off affected part of the site and cover any spillage with sand.
- Report incident to Petroleum Licensing Authority by telephone as soon as possible. (Report to be confirmed promptly in writing).
“SPLASH-BACK” OF PRODUCT
In the event of a SPLASH-BACK resulting in a customer’ clothing being soaked with petroleum, take the following IMMEDIATE action:
- Ensure customer is not exposed to a potential ignition source.
- As far as possible, remove affected clothing and bag it in sealed plastic bag prior to thorough washing before re-use. (Consider provision of disposable suit for emergency use).
- If customer decides to drive home, he/she to be instructed to ensure vehicle windows kept open to ensure adequate ventilation until all clothing changed.
- Report incident to Petroleum Licensing Authority by telephone as soon as possible. (Report to be confirmed promptly in writing).
PERSONAL INJURY
In the event of PERSONAL INJURY to colleague or customer:
- If serious injury occurs, dial 999 and ask for AMBULANCE.
- Immediately provide assistance and appropriate treatment.
- Obtain names and addresses of any witnesses to the incident (include these in Accident Report).
- Comply with RIDDOR, the Health and Safety Executive procedures for reporting injuries or dangerous occurrences.
BOMB THREAT
If TELEPHONE BOMB THREAT is received:
- Remain CALM when speaking to caller.
- CAREFULLY NOTE THE EXACT WORDS USED, INCLUDING ANY CODE WORDS
- Ask:
Þ Where exactly is the bomb placed?
Þ When is it due to explode?
Þ What does it look like?
Þ What kind of bomb is it?
Þ How did you get into the building?
- Stop all pumps and self-service equipment by using the emergency switch at the control point.
- Dial 999 and ask for POLICE.
- Evacuate premises and take all necessary steps to keep everyone away from the service Station.
- Report incident to Petroleum Licensing Authority by telephone as soon as possible. (Report to be confirmed promptly in writing).
- Notify supplying Oil Company.
SUSPECTED LETTER BOMB OR SUSPECTED PACKAGE
- In the event of a SUSPECTED LETTER BOMB or SUSPICIOUS PACKAGE take the following IMMEDIATE ACTION:
- Stop all pumps and self-service equipment by using the emergency switch at the control point.
- Dial 999 and ask for POLICE.
- Evacuate premises and take all necessary steps to keep everyone away from the service Station.
- Report incident to Petroleum Licensing Authority by telephone as soon as possible. (Report to be confirmed promptly in writing).
SIGNIFICANT RELEASE OF VAPOUR TO THE ATMOSPHERE (WHERE LIKELY TO HAVE AN IMPACT ON LOCAL COMMUNITY).
- Stop the delivery.
- Close down all pumps.
- Strictly enforce “No Smoking” procedures.
- Notify Emergency Services.
- Notify Environmental Health Dept of Local Authority.
- Complete Incident Report Form and retain in Site Register.
Reporting
- Petroleum Enforcement Authority by Tel ASAP.
- Environment Agency/SEPA if required.
- Comply with RIDDOR
- Notify supplying Oil Company
